⚡ Decentralisation Is Ukraine’s Energy Lifeline

At GREEN EXPO 2026, Kostiantyn Gura, Chairman of Ukraine2Power’s Supervisory Board, moderated the panel “Energy Decentralization: A New Stage of Transformation,” bringing together experts to discuss how decentralised energy solutions can strengthen Ukraine’s energy security and resilience ahead of future winters.

Ukraine’s energy infrastructure remains under deliberate attack.

Power plants, substations, and grids continue to be targeted. In this reality, decentralisation is no longer a strategy. It is a necessity.

There is little time. Across the country, stakeholders are working to act before the next winter season.

The risks are already visible: energy outages in summer and heating challenges in winter.

The technological solutions already exist. Solar installations, energy storage, and local microgrids can build a more flexible and resilient system.

However, technology alone will not solve the problem.

Reconstruction efforts are held back by multiple challenges, with three key priorities:

  • Clear and enabling regulation
  • Access to financing
  • Strong partnerships between government, industry, and local actors

These issues were at the center of the panel “Energy Decentralization: A New Stage of Transformation,” moderated by Kostiantyn Gura, Chairman of Ukraine2Power’s Supervisory Board, at GREEN EXPO 2026.
